Security and Intelligence Review Committee’s approach to meeting its obligations under Section 7 of the Policy on Green Procurement.

Strategies / Comments

  1. Approach: SIRC’s approach to sustaining its green procurement initiative is to continue to rely on PWGSC procurement instruments, the delivery of information sessions to all managers and the maintenance of green procurement objectives in the employee performance evaluations of key decision makers.

  2. Management Processes and Controls: SIRC uses PWGSC procurement instruments as its primary procurement mechanism and leverages the environmental considerations incorporated into these standing offers by PWGSC. Furthermore:
    • In 2013-14, SIRC’s procurement and materiel management policies will continue to include environmental considerations as a priority;

    These management processes and controls were selected through an analysis of SIRC’s decision-making processes and controls. The analysis was conducted to identify those processes and controls that should include environmental considerations and referenced PWGSC’s Guideline for Integrating Environmental Considerations into Departmental Procurement Management Frameworks.

    This target was selected through an analysis of SIRC’s expenditures, in consideration of SIRC’s mandate and the nature and risks of SIRC’s purchases.

  3. Training: SIRC will ensure that all existing and new managers are provided with green procurement information in order to sensitize them to the requirements of the policy.

  4. Performance Evaluations: In 2013-14, SIRC will ensure that an objective to take environmental considerations into account for all procurement activities is included in the performance management agreement of the organization’s procurement manager.

  5. Setting Targets: In addition to commitments identified in ii, iii, and iv, SIRC has the following target:
    • Ensure that 90% of the value of all purchases are made through PWGSC consolidated procurement instruments where available.
