Chantelle Bowers is the acting Executive Director of the Security Intelligence Review Committee (SIRC). Ms. Bowers joined SIRC in April 2015 in the role of Deputy Executive Director and General Counsel, and has led new initiatives in case records management and the streamlining of investigations and procedure for SIRC. Prior to joining SIRC, Ms. Bowers occupied various legal management roles at the Federal Courts and the Courts Administration Service over a 13 year period, from 2002 to 2015. She was the Acting Deputy Chief Administrator of Judicial and Registry Services for the four Federal Courts and General Counsel for the Courts Administration Service; the Executive Director and General Counsel for the Federal Court of Appeal and the Court Martial Appeal Court of Canada; the Executive Legal Officer to several Chief Justices; Secretary for the Federal Courts Rules Committee; and Registrar of the Federal Court of Appeal and Court Martial Appeal Court of Canada.

Prior to working with the Federal Courts, Ms. Bowers was a legal advisor with the Legal Services section of the Immigration and Refugee Board of Canada from 1998-2002. She began her career with the federal public service in 1995 as a law clerk for the Federal Court of Canada.

Ms. Bowers is a senior lawyer and executive director with the federal government, with over 20 years post call to the Bar, in a variety of progressively more responsible positions within the federal public service. She is a member in good standing with the Law Society of Upper Canada, as well as the Law Society of New Brunswick. Ms. Bowers received a Masters in international criminal law (LL.M. in French) at Université d'Ottawa in 1997; a Bachelor of law (LL.B. common law in French) at Université de Moncton in 1995, and a Bachelor of Arts (B.A. majors in Political Science and French) at University of Western Ontario in 1992.

Ms. Bowers has a specialization in many aspects of administrative law before the Federal Courts and quasi-judicial tribunals, as well as a background in immigration law before the Immigration and Refugee Board. Ms. Bowers has a strong knowledge of national security law, and security and intelligence within the Government of Canada. Ms. Bowers is married with three children, and is an active volunteer in the Ottawa community.
